O presidente da Câmara dos Deputados, Arthur Lira (PP-AL), vai instalar na terça-feira (6) a CPI (Comissão Parlamentar de Inquérito) das criptomoedas. O objetivo é investigar 11 empresas que teriam realizado operações fraudulentas com pirâmide financeira. A CPI terá prazo de funcionamento de 120 dias, prorrogável por até 60 dias, e será formada por 32 titulares e 32 suplentes, que serão indicados pelas lideranças partidárias.
As empresas-alvo da comissão foram identificadas pela Comissão de Valores Mobiliários (CVM), acusadas de utilizar divulgação de informações falsas sobre projetos e promessa de rentabilidade alta ou garantida para atrair as vítimas e sustentar um esquema de pirâmide financeira. Os investigados têm o nome relacionado com os esquemas da Atlas Quantum, Zero10 Club (Genbit) e TraderGroup.
A Atlas Quantum é uma empresa que atua no mercado financeiro oferecendo soluções em investimentos. A plataforma é voltada para o bitcoin e tem como missão fornecer saques a quem possui moedas digitais. Em 2019, a empresa parou de pagar a investidores, deixando um prejuízo estimado em 7 bilhões de dólares a 200 mil pessoas. O negócio foi processado pela CVM e é alvo de investigação da Polícia Federal.
No caso da Zero10 Club, que depois mudou o nome para Genbit, eram oferecidos investimentos em cotas empresariais com ganho de 5% a 15% ao mês. Em 2019, o Ministério Público entrou com ação contra a empresa por prejuízo de R$ 1 bilhão a cerca de 45 mil pessoas.
Já o Trader Group foi alvo de uma operação da Polícia Federal em 2019, acusado de pirâmide financeira. Depois disso, a CVM multou o grupo em R$ 14,6 milhões, por oferecer tokens de valor mobiliário de forma irregular.
As comissões parlamentares de inquérito têm poderes de investigação semelhantes aos das autoridades judiciais. Podem convocar autoridades, requisitar documentos e quebrar sigilo pelo voto da maioria dos integrantes.
A comissão vai funcionar na Câmara ao mesmo tempo que outras três CPIs: a do Movimento dos Trabalhadores Sem Terra (MST), a das Americanas e a das apostas esportivas. Além dessas, está em atividade a CPMI (Comissão Parlamentar Mista de Inquérito) do 8 de Janeiro, que apura os atos de vandalismo na Esplanada.
